Netflix has 4 main resolutions, 480p, 720p, 1080p and 4k. Depending on the anime show/movie, the maximum quality available can be 720p or either 1080p. As you can see on this torrent description, the video source is WEB-DL, direct rip from Netflix, it's not an encode. Do not confuse it with WEBRip, an encode from a WEB-DL or a screen record.
