Likely doesn't even use CRF as the rate control.

@bubblet321 If you're using SVP, try and see if you can switch to Blend mode and use "Simple" or "Complex" for SVP shader. That should help remove some extra frames as read on here: https://www.svp-team.com/wiki/Manual:FRC Otherwise, that's a shit-tier re-encode.
