OP here. Made an account to say, not sure what happened. I rechecked it, and it's stuck on 99.8% for me, too. I haven't done anything to the file since making the torrent, and, making another, it has the exact same number of pieces at the same size and they're all there. I'd reupload using the new torrent but I'm not sure it wouldn't just do the same thing, plus, I can't just take this one down since it was posted without an account. The file's watchable aside from a blip at the beginning though.
