It's actually not HorribleSubs's fault. Amazon forgot to include the subs when they released the episode (and Amazon's customer service really isn't even deserving of that name, so contacting them to report that doesn't really do any good), so all HorribleSubs would be able to obtain would basically be another RAW source. tl;dr Blame Amazon. As usual. They do dumb shit like this all the time.
