I mean you can do it yourself. Use VLC>Track Synchronization> Subtitle Track Sychronization> 1.300 (Delayed) or whatever makes you comfortable.

I dnt use VLC is there any other player ?

I don't know, but you can try if they also have subtitle track sync options.
