This is the fandubbed version, but don't ask me anything about who dubbed them, because I have no idea. This torrent also includes a slightly better version of the 1st episode I released a long time ago. Hope you enjoy. PS: The "Chapter" in the file name is redundant. Should just end with "Incident".

The audio in episode 4 is imbalanced, it's too much to the right. I don't know why this series doesn't just have official voice acting, every other Touhou fan anime has it. The fandub situation is a mess.
