Pretty certain it's fantranslation. J-Novel Club only has 4 volumes translated, so it'll be quite some time until official versions will catch up.

Some people in the sekrit club chat saying that Jpub translation for volume 23 soon to be released. Is there any update news on that ?

There hasn't been much update to the translation since April, according to novelupdates. http://www.novelupdates.com/series/rokujouma-no-shinryakusha/ Baka-Tsuki seems to have done most of the translations so far, but it does seem like they have stopped ever since the series got licensed by J-Novel Club in May. https://www.baka-tsuki.org/project/index.php?title=Rokujouma_no_Shinryakusha!%3F There are currently 25 volumes out, but there hasn't been any progress past volume 22 since April. Not sure if there's any other group that's willing to pick it back up despite the licensing, but I doubt it'll happen any time soon.

Awww too bad, i really curious with volume 23. i'm guessing that volume would be the peak of current arc where people of fortorthe witness the return of blue knight ;(

The original fan translator was actually hired by JNC, they're leaving the first 22 volumes free (though you still pay for the full releases) of which the first 6 volumes are fully released. Volumes 23 and 24 are both fully translated by JNC, though you need membership to read them, and 25 is over halfway done.
