I just applied a debanding filter (flash3kyuu\_deband with slightly less aggressive settings than my last attempt), and wham! Audio unchanged, subs with scene bleeds removed but otherwise unedited. This is what Crunchyroll's quality should be like, but for some reason _isn't_.
Didn't bother with splicing in Commie's styling and karaoke because they already released. This is only to demonstrate that merely applying a debanding filter makes it much more watchable, don't get this for archival. I might be doing this for later episodes if Commie's slow again (hopefully not).
Note: if you're using MPC-HC, it has some kind of setting to apply Avisynth filters on the video, so you could do this yourself pretty easily. ffdshow also has gradfun2db (which is also available as an Avisynth filter), which is somewhat more CPU-intensive but should still be fast enough.
