Gentlemen, no need to stress over anime audio tracks! The track in question is perfectly alright in terms of genuine dual channel presence.
At ~12.5 seconds you can hear the plate dropping on the left side, before that, at ~10s you can hear (and see in the video) the camera "whoosh" sfx. This is visible in not just the AMZN E-AC-3 but also in the B-Global AAC stereo track.

If you look carefully through both tracks, you’ll find many instances like these. The truth is, if you drop any 23 minute audio file from any anime in Audacity, without zooming in, you most likely won't find any differences between the channels. Even with zooming in, you really have to look for them, because the differences are often very subtle, and mostly meant to be heard not seen in the waveform.
For anyone that doesn't know, the simplest way to test if they're identical or not is to invert one of the channels then render them together. Anything different will show up in your merged track otherwise anything identical will be blank.

Indeed, if mono is simply duplicated to create a dual-channel track.
However, Mr. varyg hints in his latest comment that upmixing mono can result in non-identical tracks in a stereo mix; a stereo image can be achieved from mono by employing techniques like timing differences and phase manipulation. For instance, in my example with the sound of the plate dropping on the left side, which is also visible in the video, applying upmixing automatically to a mono track would not produce such an accurate stereo image.
