There hasn't been a version of the Pokemon anime in Japanese with official English subs ever. TPCi won't allow it.

The PokéToons have English subtitles on the Japanese YT channel. Mewtwo Strikes Back Evolution also has Japanese audio on Netflix, albeit that's still got dub songs for some obnoxious reason and the subtitles are literally just the dub script. But the PokéToon subs are... decent-ish. Those are, as far as I know, the only cases of the Japanese version being available with subtitles legally though.
