It cannot be viewed with "VLC". This is played using Windows Media Player.

The problem with playback in vlc was caused by a bug in handbrake that has since been patched. It can be played in mpc or mpv. I could upload a v2 if there's request for it. But it's a relatively minor issue that I think most people won't want to download the file again for.
