720P YUV420 is an unsuitable resolution and chroma subsampling to scale to given your input of 1080P YUV420.
The original chroma resolution is 960×540 and you reduced it to 640×360 .
Better would be to leave the chroma resolution the same and halve the luma resolution. That way you avoid any interpolation of the chroma. You may find it encodes faster also.
That is, transcode it to 960×540 YUV444 , in which both the luma and chroma resolutions are 960×540.
One input chroma pixel becomes one chroma output and luma of an even 4 pixels transcode to a single output pixel.
Mr Hogoledo, you're missing the forest for the trees.
Encoding to 4:4:4 would remove HW decode support for the vast majority of devices that support AV1 decoding.
The special case of a smart TV or maybe smartphone is not 'the forest'. It is 'a tree' or even 'a branch of a tree'.
People using BitTorrent have a full computer.
Judging by decode speed, it is still uses optimized code on PCs. Optimized decode was written for ARM CPUs, which are used in TVs, earlier than PCs. It is a higher priority for the library authors to support TVs than PCs. If not, smart TVs should be able to be updated.
