Well, so far Hoyoverse mostly worked with chinese animation companies for all their 2D and 3D anime episodes and clips for Honkai Impact (with greatly varying quality) and even some previous 2D animated short clips for Genshin were also produced in china, so the chance was kinda pretty high that this one would be too. I was very surprised when I saw ufotable confirmed for this project.
