Technically speaking this should've been numbered S00E01 to actually follow the naming guidelines and work with Plex, etc. as listed on TheTVDB but the muxer misnamed it when releasing. As for the 16.5/17.5 debate, yes technically it takes place at 16.5 but ideally you'd not actually watch it till after watching episode 17 when the mini-arc finishes for pacing reasons.
