DL'd and confirmed this is true for all episodes. Amusingly if you force subs on, THOSE are in sync. Which means they are also out of sync with the audio - but if you turn the sound off... since no one watches Love Live for anything other than the plot anyway...
The audio is off by 4 seconds, and I believe this is also true of the English [Forced] sub track as well. I used VLC to delay both tracks to make it watchable.
Anyone who wants to, can use this to fix it.

Just add those files to the folder containing the videos, run the .bat file and wait for it to finish.
Once done, replace the old files with the new ones located in the "mkvmerge_out" folder.
! Make sure you have mkvtoolnix installed @ C:\Program Files\MKVToolNix or change the location in the .bat file. !
