season 4? it's just a split cour show, so this is the second half of season 3.

keep your tagging the same except add the forced flag to the Songs + Signs track pls
i tried that and it showed the signs/song track by default over the first subtitle track. and i don't have any fancy setup for language preferences.
@herkz mpv? Check if you have this set in the config: subs-with-matching-audio=yes Forced subs should only play in the event that the audio language matches the subtitle language code. If you have alang set to jpn and slang set to eng, you shouldn't get forced subs. Because the whole point of the forced flag is to tell the player the track is only intended to be played with the same language audio. If using MPC-HC, putting this line in the LAV settings: jpn:eng|n That should make MPC-HC actually listen to the forced flag properly and that you're wanting Japanese audio with a non-forced English subtitle aka the Full subtitle track.

People could stop crying and keep manually changing the tracks, it's not that hard as long as you're not using plex or some shit
The problem with MPC-HC is that by default it doesn't actually utilize the forced flag properly and since any real development of the player ended nearly 5 years ago, it's unlikely to ever get fixed. You can make it do so with the LAV preference settings as posted above, but by default with no setting the behavior isn't the intended behavior the Forced flag was meant to be. It's odd that MPC-HC seems to default to making Forced tracks override Default tracks rather than just outright ignoring the flag all together though. I wonder if other forks such as BE has fixed it or not.
development isn't active in terms of major features, but i bet you could get something small like this changed. unfortunately i don't understand the details well enough to ask.
Or we could just leave this piece of abandonware and move to the better player.
doubt it'll ever be abandonware as long as lav filters is still developed. especially if the dev gets around to making libass work.
not to mention cross platform
