DLC isn't activated, because steam_settings folder should be put in root folder, not \Touhou Mystia Izakaya_Data\Plugins\x86_64 But even than DLC won't work, because game doesn't have DLC assets - game will just hang on starting new game or loading save, and there will be a lot of "Unable to open archive file: .../Touhou.Mystias.Izakaya.v1.8.2p/Touhou Mystia Izakaya_Data/StreamingAssets/aa/StandaloneWindows64/dlc1_database_core_assets_all.bundle"-like errors in logs.
