PSA: anyone who wants to watch this but doesn't due to subs - Subscene has the fixed netflix subs, so just use those instead. If you need to retime, use AegiSubs.

OP your encoding options are huge overkill.
Rainbow has seven colors, you can encode it in billions of shades, but it still will have only seven colors.
Understand that higher level complex settings are needed only for certain media, rarely for anime, and mainly exist for better compression.
Watching HEVC works well only with hardware supported decoding, software decoding is functional only on high-end CPU (gets worse when you choose presets that require more computing power for decoding).
Best to use AVC with standard presets, unless you know why you want to change a parameter. It will do just fine if you want to really share something with everyone, just give it a try. AVC in 10-bit has same quality with proper bit rate as HEVC, difference is file size. You need to know what each parameter in HEVC does before changing default, higher is not better, main-main is good enough, main-high10 not needed.
This would be just fine for the encode if you must have it x265:
--output-depth 10 --y4m --profile main10 --limit-modes --opt-ref-list-length-pps --bframes 8 --crf 20.00 --opt-qp-pps --qpfile GENERATED_QP_FILE --limit-refs 0 --ssim-rd --psy-rd 0.40 --rdoq-level 2 --psy-rdoq 10.00 --aq-strength 0.4 --deblock=1:1 --limit-sao --colormatrix bt709
But your encode has all fast scenes pixilated, very distracting and make it impossible to watch.
Certainly you're free to do whatever you like, I can see that you put a lot of time in preparing the upload, too bad encoding was not done properly.
