Neither MAL nor AniDB seem to have it listed yet, but [Anilist](https://anilist.co/anime/142794/Pocket-Monsters-2019-Kami-to-Yobareshi-Arceus/) does. I don't see it on Livechart either, but I'm not very familiar with the site so I don't know if I'm just not searching correctly.

Between which episodes was this released? Is it a standalone special or is it related to the series?

This dropped on Amazon Prime about half a day before episode 94. It does star Satoshi and Go so it can be assumed to be part of the show, but its exact placement in the timeline has not really been specified in any way other than "After Go met Hikari."
