Huh, after having played with EAC myself, I couldn't find how to enable Unicode for cue files in it. Also, googling about it brings up some people saying that their players don't support Unicode and things like that, saying that cue should be in ASCII. But then TLMC's cue files are using Unicode, so go figure.
Your cuesheets encoding is determined by what locale you're on / what locale you're emulating EAC in. If you're running EAC thru WINE you'll also be plagued with ... replacing any non-english character. Anyway, the only way to get cuesheets that retain non-garbled text is to emulate JP locale thus creating Shift-JIS encoded cues with EAC.
