there is a 0 missing
it should read Dialogue: 0,0:00:07.97
just do a mass search & replace on the .ass file once you have extracted the file...

just install & use mkvtoolnix it comes with mkvextract you can use it via CLI to extract tracks.. & gui if you want to remux it... (works on windows..)

you will need a software like 7-zip https://www.7-zip.org/download.html to take out the ass file which is what you will open with aegisub or similar software.
for future do it yourself to take out ass file from mkv file
install mkvtoolnix
download gmkvextractgui https://sourceforge.net/projects/gmkvextractgui/files/
use gmkvextractgui
if you can't open ass file with aegisub then install notepad++ https://notepad-plus-plus.org/downloads/
open ass file in notepad++
then go to Search>Replace
in "Find what:" box write "Dialogue: ,0:"
in "Replace with:" box write "Dialogue: 0,0:"
then hit "Replace All" button
all softwares i mentioned are Windows so you will need a Windows or Linux system to use them
if it's just for translation, you can also use subtitle edit. just open the mkv and save it as ass.
after that, the saved file can also be opened with aegisub with no error.
