https://animetosho.org <-- You can usually download just the subs (.ass files) from nyaa releases.
Or if you want to try it manually yourself, install Aegisub from http://www.aegisub.org/
You can open subs in mkv files in it from Files --> Open Subtitles --> Selecting the mkv file. Then just save it as an ass file. It's also quite noob friendly for learning simple things like shifting timings and editing the subtitles in other ways.

@Xystus (+ anyone not wanting to wait for someone to mux the subs)
I am using this bash script: https://pastebin.com/yVgaNffY to extract, retime, and mux subtitles from a subbed episodes to a raw in a single command, because manual mkvtoolnix, ffmpeg or whatnot gets tedious real fast.
Might be a bit messy and only works if the source has a single subtitle track, but so far it's been all I need.
To use it, get ffmpeg, put it in your PATH and copy the pastebin code into some file (e.g. "muxsubs"). Make the file runnable (chmod u+x muxsubs) and run it in a bash console (There are various ways to get bash on most operating systems and just installing and running it is easy). To mux horrible subs subtitles with this raw the command would be (obviously filenames may be different, and the first timestamp will vary by episode):
muxsubs "horrible_subs_ep.mkv" "ohys_raw_ep.mp4" "output.mkv" 0:02:50 00:00:05
actually .. I'm not 100% it works with mp4 since I always reencode to mkv for filesize, but I think it should ..
