Thanks for the episode! One comment this time, namely that this line has the subject wrong: "if you keep obstructing her, that should slow down the change in the network." The proper translation would be "if you keep obstructing her, that should slow down the changes [in Mikoto] by the network." Or perhaps just "the network's changes". What is happening in this situation is that the virus the MISAKA Network is infected with is forcing every Sister worldwide to manipulate (change) the AIM fields all over the world in very specific and precise ways and focus them all into a vessel, Mikoto. This is represented by that red-black lightning. These manipulated AIM fields are causing her to transform into a Level 6. Now Touma's right hand is capable of erasing AIM fields when he comes into contact with them (since they're supernatural), so just by being near Mikoto he is able to erase some of the ambient AIM fields manipulated by the MISAKA network into affecting Mikoto, and is thus slowing down her transformation into a Level 6 somewhat. This is represented later in the episode by the visual static inside Mikoto's mind. In other words the way you translated the line doesn't make any sense. Nothing near Mikoto is manipulating the MISAKA Network (the virus is doing that), so Touma being near Mikoto wouldn't slow down any change in the network. The changes caused by the network in the AIM fields or, by extension, in Mikoto however he is able to.

Won't Mikoto have 20 thousand drones(sisters) all over Academy City that she'll be able to monitor the whole place via Misaka network?
