It quite clearly says TV source, not web, but literally just frame-step through the sections with gameplay footage and you can see that those are not interpolated frames.

Are you aware of a fun little thing called interlacing. You can have interlaced content with unique information on each field (two per frame). Which is exactly what we have here for the 60fps segments.
