Drawning quality of modern anime is poor on details. That’s why it is so small. My record was around 60 megabytes on quantinizer 16 (12bit) per 25 min episode (lol).
Also x265 have tendency to eat details from pixels & just blur them (as I can see by zooming frames). When encode - try to use on one step better quality & -1/-1 because 0/0 is too aggressive default. That in compare x264 sensetivity.
Sometimes I use -2/-1 or -1/1 (second positive).

Shortly - just try set 1-1,5 steps better quality than you expect to set & -1/-1 for most cases.
