Hinamatsuri (i.e. Hina-matsuri), also called Doll's Day or Girls' Day, is a special day in Japan. Hinamatsuri is celebrated each year on March 3. This is a day for thinking about the happiness and health of young girls in Japanese families. The focus of attention of a Hinamatsuri Display is a display of dolls which are dressed in the fashion of the Heian period. The group of dolls represent the Imperial court (hina ningyō). The dub is titled "Hinamatsuri" as well; neither Funimation nor Crunchyroll call this show "Hina Festival". I suspect the uploader put the Japanese title (ヒナまつり) into Google Translate for some reason.
Though matsuri does in fact mean festival.
