With my experience of watching Rider and Sentai shows by them I can say: It won’t change. Better get used to it

sorry to hear you’re doing your own encode. you might want to at least use aq-mode 3 if you’re going to do that. aq-mode 1 isn’t good for anime (or anything really). a bit of deblocking might help too. and whatever deinterlacer you used really didn’t handle the scrolling text well. then, of course, there’s stuff like this when the show goes full >mpeg2. i recommend using mpeg2stinx to help with that.
