If anyone knows of an official romanization for 'フィフネル' please let me know. All I was able to find was "Fifenall" from Falcom's 'Vantage Master Online' (https://www.falcom.co.jp/vantage/ency/heavens.html).
Given that Izumi does like 'retro games' (does late 90s count as retro now?) I wasn't sure if it was related. I decided to use 'Fifenell' since to my mind 'Fifenall' would be 'フィフナル,' but what do I know...

Got this from another Falcom page https://www.falcom.co.jp/vmp/guide/data_h/fifenall.html and https://www.falcom.co.jp/vantage/ency/heavens.html And they've localized a game called Vantage Master Online https://www.falcom.com/vantage/index_e.html romanizing フィフネル to Fifenall. On another site, some folks went with this romanization (Fifenall) for another Falcom game https://psnprofiles.com/trophy/6716-英雄伝説-閃の軌跡iii/10-ｖｍコレクターI never heard of this fairy-angel like thing before.
First, now I feel slightly dumb for not realizing the song was from Tokimeki Memorial, which makes faaaaar more sense than it having anything to do with Falcom, so thank you for shedding light on that fact. Somehow it being listed on VGMdb at least 3 different ways makes me feel a little better. (For the record it is listed as 'Fifnel' for this album - https://vgmdb.net/album/80813)
For the various iterations of Vantage Master 'Fifenall' would seemingly be official since it comes from Falcom themselves.
So far as I'm aware, no Tokimeki game has ever has an official release outside of Japan.
Thought you knew it was from the Tokimeki Memorial series and were just looking for a variation of its romanization by other sources since nothing official from Konami. Unless the song (if any) appeared in the English localization of the Nintendo DS according to https://vndb.org/v/all?sq=tokimeki+memorial but seems to be aimed at women so doubt it'll be in https://vgmdb.net/product/5396
