An armed samurai steps in front to protect the woman and soon a small riot breaks out with the samurai winning. The woman is actually the sister of a person Kenshin had killed at the end of the last dynasty. The samurai who introduces himself as Takimi Shigure is unknown to Kenshin, he is trying to start a new revolution to overthrow the Meiji government.
