Is episode 11 the OVA? (Hand Maid Mai) https://anidb.net/perl-bin/animedb.pl?show=anime&aid=565 Or did anidb make a mistake and the series is actually 11 episodes instead of 10?

No, May is 11 episodes in total *(10 + 1 Special that shipped with the DVDs)*. Mai was produced a bit later.

Dialogue timing issues, at least in e03 (~8:50 - around -200ms off, spot on in the Blitz-Orphan release)
