Why 128 kb/s AAC when you're doing 1080p video?

@Astral If an anime is calm I use AAC q4 (120~132 kbps) If an anime is action heavy and I really liked it I use AAC q6.4 (210~230 kbps) Any setting higher than these would be pointles in a mHD encode.

Is quality goes down if you change format from BD to HEVC like on Assasination Classroom you did, i just kind wondering ?

Of course when you make it smaller quality goes down. But if you don't make a comparison frame by frame then you won't notice anything.
